What is FBR Digital Invoicing?

If you run a registered business in Pakistan, FBR digital invoicing is no longer optional. The Federal Board of Revenue now requires businesses to submit invoice data electronically through PRAL-integrated software. Here is what that means in practice.
What exactly is digital invoicing?
Digital invoicing (DI) is an electronic invoicing system managed by FBR through PRAL (Pakistan Revenue Automation Pvt Ltd). Instead of manually filing invoices through the FBR IRIS portal, businesses use approved software to submit invoice data directly to FBR’s API.
Every invoice submitted through this system receives:
- A unique FBR invoice number (e.g.,
7000007DI1747119701593) - Per-item status codes confirming each line item was accepted
- A QR code that anyone can scan to verify the invoice on FBR’s records
Digital invoicing is different from POS invoicing. DI covers a broader range of businesses and transaction types, while POS is specifically for point-of-sale retail transactions.
Who needs to comply?
Any business registered with FBR that issues invoices may be required to comply with digital invoicing requirements. This is especially relevant for:
- Manufacturers and distributors selling goods with HS code classifications
- Service providers billing clients for professional services
- Import/export businesses dealing with customs and duty classifications
- Chartered accountants managing invoicing for multiple client companies
The penalties for non-compliance can reach up to Rs 500,000, making it critical to get this right.
How does it work?
The process involves three parties: your business, the software you use (like Jama), and FBR’s API managed by PRAL.
- Register on FBR IRIS — Create your company profile on the IRIS portal
- Select PRAL as your integrator — This is free and gives you API access tokens
- Connect your software — Enter your sandbox or production tokens into Jama
- Start invoicing — Create invoices in your software, and they are submitted to FBR automatically
You start in sandbox mode (test environment) and move to production when ready. Sandbox invoices do not affect your real tax records.
Your FBR API tokens are valid for 5 years, but you should treat them like passwords. Never share them publicly or store them in insecure locations.
What about HS codes?
Every item on an invoice needs a Harmonized System (HS) code — a standardized classification used globally for trade. FBR provides a searchable database of HS codes through their API.
Good invoicing software will let you search and select HS codes directly, calculate applicable taxes based on the classification, and save frequently used items for reuse.
